Proposal submitted to Tribal Area Development Department (TADD) of Rs. 6.94 crore for impacting the livelihoods of tribal and BPL families of South Rajasthan and enhancing the skill of tribal BPL youth throughout the Rajasthan. This proposal has been principally approved by TADD and they are in the process of sanctioning this project to RMoL.

A brain storming session on overseas placement bureau Rajasthan was held on 30th July 2010 at Secretariat in the presence of all concern officials. The invited agencies also made their presentation. It was decided that follow up sessions will be organized shortly to finalize the draft for creation of overseas placement bureau in Rajasthan.

Three stakeholder workshops for State Disability Policy formulation was organized on 26-29th July, 2010 in collaboration with the department of Social Justice and Empowerment, GoR. Consultation with primary stakeholders was done to understand specific issues related to each category of disability. In the first three days, the workshop focused on issues of the persons with speech and hearing impairment, persons with locomotor disability, blind, low vision, learning disabilities and women and disabilities. The last day focus was on issues of parents and care givers, academicians and professionals of persons with mental retardation, mental illness and multiple disabilities. The workshop helped in building a holistic perspective of disability so as to incorporate relevant aspects in the policy document.

RMoL is actively considering awarding contract in favour of competent consultancy organization to undertake the comprehensive review of existing system of organizing skill development training programmes being conducted by RMoL, impact on livelihoods of beneficiaries and suggesting measures for enhancing skills and employability of work force in the state. In this context, presentations were made by agencies on 28th July, 2010. The meeting was chaired by Shri Manohar Kant, Principal Secretary Labour and Employment, GoR.
Skill Development

Out of 621 skill training programmes being conducted during the year 2009-10, 620 programmes have been completed. Proposals of 21 existing and new training providers were examined. Out of 87 training programmes proposed, 69 skill training programmes were approved by the Deputy Chairman for the year 2010-11. EMI has issued in-principle sanction to 233 training providers for 557 programmes. Further financial sanction is issued to 173 training providers for 303 programmes. EMI has sanctioned Rs. 296.29 lakhs and disbursed Rs. 232.41 lakhs from the unspent balance available with it. 58 skill training programmes have been started during the current financial year.

Under the RISE project, 392 candidates have been trained and placed during the month. Till now, in total, 2724 candidates have been trained and placed with different security agencies.

Under Construction Academy, in the current month, 200 candidates are undergoing training at seven academies. The review visits to these academies were conducted by RMoL officials during the month for taking overview of the programmes. Bid documents for construction work were submitted by construction agencies for four places and which were opened on 12th July, 2010 in presence of a committee represented by all concerned.

Under the PPCP project, two orientation camps were organized by the implementing agency to finally select already registered candidates for undergoing construction trade trainings in CCCL India infra-structure, Chennai. The first camp was organised in Jaipur on 17th July and the second on 19th July in Udaipur.
Initiatives for Livelihood Promotion

Under the pilot project for promotion of fisheries cluster in Banswara district, trainings on cluster development have been conducted for 98 group members during the month. Ten group leaders have been attached with the department and are being trained by them as para-professionals.

Under the sheep breed improvement project, as per the MoU, 100 new members have been added in to the existing 251 members and 12 new groups have been formed to make it 50. During the month, 1000 animals were vaccinated out of which 500 were sheep and de-worming of 1531 animals were done out of which 875 were sheep. 285 sheep were externally sprayed for pest control. During the month 50 women were trained on effective functioning of SHGs. Four meetings were conducted with 154 Panchayat representatives to orient them about the project and 114 samples of rams have been submitted to the wool testing labs for certification. During the month 28 Sheep owners got training on effective animal husbandry and livelihoods enhancement with the support of KVK, Bikaner and department of animal husbandry.

Under ‘Tribal SME’ project, 56 meetings have been organized by partner NGOs to explain the process of Gram Nidhi. 5 NGO level meetings of 84 SHG leaders were organized on ideal group functioning. One day training of 25 participants was organized on goat with KVK. One day training in the field was organized on Papaya with 5 entrepreneurs. Exposure cum exploration visit has been organized for GIR cow and poultry. 5 enterprises have been sanctioned after completion of the GNC sanctioning process. One group was provided with 50 % support to purchase a Buck from another SHG.5 GIR cow entrepreneurs have been provided with 50 % support for shelters to strengthen demonstration of best practices.

Under the ‘Migrant support services’ in Aspur (Dist.-Dungarpur) sub-center has completed 171 registration and 18 youth counseled for special career counseling. 15 bank accounts are opened local for migrant families. Direct placement provided to one youth . One Legal case has been registered, 53 diaries on legal awareness were also distributed. In Garhi sub-center, 180 registrations and issuing of photo identity cards have been completed. Three pension schemes were issued while 3 youth counseled for special career counseling. 55 diaries on legal awareness were also distributed to migrants in Garhi.
Monitoring and Coordination

Under the dairy project, a field visit was made by team of RMoL on 15th July, 2010 to review the project. Till date 8 Milk Chilling Centres are functional. Total no. of SHGs formed is 71. Nineteen (19) vet camps have been organized and 13 AI have been completed. One Milk Route Supervisor has been sent for training in National Dairy Development Board, Dholpur. One exposure visit has been made in PRADAN for Fodder and Dairy Development.

Under the Kanjar project, a team of RMoL paid visit to the project area at Jhalawar district on 6th -10th July, 2010 to do a comprehensive physical and financial review of the project and to have discussion with the beneficiaries. The team visited the Jhalarapatan block. The deras covered were Biriyakheri, Chandiyakheri, Titarwasa and Narayanpur . In this visit team found that the progress of the project is as per MoU and all the activities have a positive impact on the ground. Under the project with support from Social Justice Department, 36 students of Kanjar community were admitted to government residential school of Mandana, near Kota, in class 6th.

A visit has been made by District Managers, Tonk, Rajsamand and Baran in ‘RISE’ centres and ‘Construction Academy’. In the visit physical and financial verification was done and as an output they found everything on track.

RMoL team also participated in the "Round Table on Public Private Partnership for Impacting the Poor Community" at India International Centre, New Delhi being organized by the World Vision, Mart and UNDP. The main purpose of the visit was to participate and share the experience in PPCP initiative at State level for Livelihood Promotion.

A delegation of RMoL visited UNDP, New Delhi on 29 July, 2010 to participate in AWP 2010 activities review meet and shared with the UNDP team regarding the progress made till June, 2010 and also to share physical and financial projections planning for July- Oct, 2010 .On 30 July 2010 they also participated in the one day Poverty, Chronic poverty and Ultra Poverty Workshop being organized by UNDP and IIPA, New Delhi in Indian Habitat Center, New Delhi.

A team of RMoL along with Project Director participated in a brainstorming workshop on Contextualizing Various Livelihood Promotion Approaches organised by UNDP at New Delhi on 7th July, 2010. Various agencies like MART, Access dev, Pradan, JSLPS, Development Alternatives, The Livelihood School, etc shared their livelihood promotion approaches with the house.
Initiatives at RMoL District Offices

In Tonk district, a meeting was held with the Executive Engineer-NREGA on 19th of July 2010 wherein discussions were held on convergence of NREGA works with the activities of other departments. Subsequently District Manager had a meeting with the Assistant Director-Horticulture and finally a tripartite meeting was held on 20th July 2010 between NREGA, Horticulture and RMoL. The decision was taken to align NREGA works with agriculture and horticulture activities for the beneficiaries under category 4 of NREGA (SC/ST/BPL).

The District Manager, Tonk, participated in the meeting of committee on SHGs on 22nd of July 2010 chaired by the District Collector and coordinated by Deputy Director-WCD. Discussions were held on relocating the centers, which are not functional to the localities covered under Navjeevan Scheme. District Collector advised District Manager-RMoL and Deputy Director-ICDS to work on this.

After the frequent follow up of the District Manager, Dungarpur, The Udaipur Milk Union has been assigned to revive Dungarpur Dairy in a way that milk collection in Dungarpur can be started since 1st Sept. 2010. Since inception this dairy was attached with Banswara Milk Union and was closed several times because of improper management.
- In order to check child trafficking to BT Cotton Fields of Gujarat, a plan was prepared by the District Manager, Dungarpur and the District Collector being convinced, written official letter to UNICEF and PD, RMoL to work on the issue in collaboration. He ensured the support from district administration to the endeavour. A separate cell within the district is also to be opened to protect child labor in the district.
- A workshop was organised at Rajsamand on 21st July at Collectrate meeting hall. Around 45 representatives from various NGOs, training Institutes like RSETI, ITI s, DCTC, KVK and DLO participated in the workshop. The main objective of the workshop was to discuss convergence, its need and opportunities.
- A meeting of District Level Convergence Committee was organised in Rajasamand, during meeting it was discussed that production on custard apple in the Kumbhalgarh block is quite huge and this opportunity can be in cashed to strengthen livelihoods of the poor of the block. In this context, District collector and Chairperson has advised District Manager RMoL to analysis the situation and present a plan in this regard. The District Manager discussed the matter with various NGOs and with the support of SAMARTHAK samiti has developed a plan for two Panchayats of the Kumbhalgarh. The proposal has been submitted to District Collector
- On the directions of District Collector, Rajsamand a proposal was submitted by District Manager, RMoL to improve service delivery system for NAREGA worker by organizing of worker under village development forum and build capacity of leaders.
- A workshop on Exploring Livelihoods and Development through Convergence - A GO-NGO Perspective was held on the 12th of July 2010 at Baran with the all concern official. In the meeting, the District Collector advised RMoL to facilitate individual beneficiary program link with the livelihood scheme of the different department.
- The District Manager, Baran attended a meeting of Navjeevan scheme on July 15, which was chaired by the District Collector. The major highlight of the meeting was that under the Navjevan scheme, 25% of the total amount is for the infrastructure support in Kanjar and Sansi Basti which is mentioned in the new policy of Navjeevan scheme. The District Excise officer and the District Manager, RMoL has been given the responsibility of identifying the activities for the three villages. In response to the meeting, the District Manager, Baran, identified the activity of drinking water facility for the Chanchoda and Maheshpura village.
- In Baswara district, CEO – Zila Parishad had issued an office order to the Milk Union for the formation of 150 SHGs in Garhi and Bagidora blocks and in this way collaboration work has been started. The Managing Director – Milk Union, as a nodal officer is to prepare a plan of action and also submit the detailed proposal for the infrastructure development which is required. RMoL is doing the consistent follow up.
- New skill development programmes in Banswara through BoB sponsored RUDISET has been initiated. RUDSETI has been requested to submit a detailed proposal to RMoL
