Eligibility Criteria for Sanctioning of Training Programme

A - For Government and University Institutions:

  1. Industrial Training Institution:
      1. It has a relevant National Council of Vocational Training (NECVT) approved trade / course.
      2. Required infrastructure in terms of space, equipment, tools and trainer for the proposed course.
      3. It has provided justification in terms of employment potential, for the course.
    2- Krishi Vigyan Kendra/Polytechnic College, Professional Institution, University College/ General Education College/District Computer Training Centre:
    • It has a required infrastructure in terms of space, equipment, tools and trainer and experience of organizing hands-on skill training for the proposed course.
    • It has provided justification in terms of employment potential, for the course.
    • It has a panel of trainers, in the area/vocation for which it has applied, who have the required hands-on experience and who are willing to impart training to unemployed youth.
    B- For Bank Training Institutions (RUDSETI) and Government of India funded Jan Sikshan Sansthan:
    • It has a panel of trainers, in the area/vocation for which it has applied, who have the required hands-on experience and who are willing to impart training to unemployed youth.
    • It has a required infrastructure in terms of space, equipment, tools and trainer and experience of organizing hands-on skill training for the proposed course.
    • It has provided justification in terms of employment potential, for the course.
C- For Non Government/ Private organization/ Institution
1- Non Government Organization (NGOs)

It is a registered Organization/ institutions under Society’s Registration Act 1958 or Registered as a Trust/or as company under Section 25 and is active and operational continuously for the last 3 years on the date of application.

    • It has submitted a photocopy of Registration Certificate and Statement of Audited Account for a minimum period of 3 years from a Registered Chartered Accountant firm.
    • The educational qualification of the Secretary of the organization should not be less than graduation.
    • It has turn over/budget of more than Rs. two lakh.
    • It has a regular office and staff in the district in which it wishes to organizes skill training programmes.
    • It has experience of organizing skill training programmes in the area in which it has applied to RMoL.
    • The duration of training organized should not be less than 30 days or 210 hours.
    • It has sufficient space, furniture, equipment, tools, training aids, electrical and/or water connection required for imparting training to 25 youth for the proposed course.
    • It has a panel of trainers, in the area/vocation for which it has applied, who have the required hands-on experience and who are willing to impart training to unemployed youth.
    • It has provided adequate justification in terms of employment opportunities for the applied course.
    • Its required pre-assessment of the organization is carried out by a team to evaluate competence to deliver the training programme, availability of infrastructure and usefulness of the training programme.
    D- Corporate Run or National/Regional level Skill training Provider:
    • It is a registered Organization/ institutions under Companies Act or Society’s Registration Act 1958 or Registered as a Trust and is active and operational continuously for the last 3 years on the date of application.
    • It has submitted a photocopy of Registration Certificate and Statement of Audited Account for a minimum period of 3 years from a Registered Chartered Accountant firm.
    • It has a wide network of training institutions in the country and has a experience of organizing hands-on skill training in large number of institutions and trades.
    • It has required infrastructure in terms of space, equipment, tools and trainer for the course.
    • It has a panel of trainers, in the area/vocation for which it has applied, who have the required hands-on experience and who are willing to impart training to unemployed youth.
    • It has provided adequate justification in terms of employment opportunities  for  the applied course(s)
    E- Industrial Training Centres:
  1. It has a registration with Directorate of Vocational Training, Jodhpur.
  2. It has a relevant NCVT approved trade / course and required infrastructure in terms of space, equipment, tools and trainer for the course.
  3. A minimum of 2 years of experience of organizing skill training programmes in the course in which it has applied.
  4. It has a panel of trainers, in the area/vocation for which it has applied, who have the required hands-on experience and who are willing to impart training to unemployed youth.
  5. It has provided adequate justification in terms of employment opportunities  for  the applied course(s)
The above condition can be released by the Sanctioning Authority, based upon the merit of case.
